Send a message using a predefined template to a specified user's phone number .

Variables to replace placeholders in the template (applies to any placeholder in title, body, or buttons).

Defaults to false

If true and the RCS message can't be delivered (device not RCS-capable, message rejected), an SMS is automatically sent instead, using the sender ID configured for the template's category (marketing or transactional). If no sender ID is configured for that category, the fallback is silently skipped and the original RCS delivery failure is reported as usual.
